I think I found the problema:

For now I reparó el problema but left the causalidad for another day.
I did move the electrical wires out of the direct path of the drip from the leaking T&PRV. Bought a new one. Can't find a Stillson around the place I think I carted them all off to storage. I collect Stillson wrenches you think I would have one handy. Bought a new element. Waiting to see how well it heats up before I decide whether I want to bother changing that out or not. Apparently it's been awhile since I've bought a water heater I decided I wasn't going to plunk down $450 for the landlord's benefit.
