Perhaps the easiest way to change gun culture without disturbing the 2nd Amendment is to tax it out of prominence.
More permits, more inspections, insurance requirements, ammo tax, usage tax...it would be really easy to control guns through taxation.

Better reread those laws, I'm pretty sure that they say state agencies won't enforce the federal laws.We also have several states that have passed legislation to refuse to allow federal authorities to enforce any new gun control laws within their borders.
