Using iPad with OS 9.3.5 and control panel doesn't load. Just sits in cycle.

Have same problem tried logout and cleared cookies but no improvement. The iPad is using iOS 9.3.6 (13G37) it's an iPad 2. Chrome version is 63.0.3239.73 can't locate the Safari version, but can't access it via that either
