While watching the Christopher Lowell show reminded me of this expression, it is NOT always a derogatory term for homo-sexual.

The expression applies to anything that is just obviously not right -- an inept forgery.

So, the question is, "If you were, in fact, an inept forger, whose picture would put on the Three-Dollar bill?"
