Eh, this is true for why men don’t approach women in general, regardless of race. Who the hell wants to be accused of harassment because we opened our mouths and spoke to a woman who actually doesn’t want to be bothered? How do we know if she doesn’t think we’re cool enough, good looking enough, not sensitive looking enough, tall enough, not bad boy looking enough, etc? What if “hello” is a trigger word for her?
Hell, why doesn’t she come up and speak to him?
A woman who wants male attention is utterly indistinguishable from one who wants men to fuck the fuck off and die.
