I realize everyone is different on what that means to them. Some people, it means nothing.

The mob only took interest in Vegas as it started to grow, Vegas was mainly built to accommodate the railroad which was built between LA and Salt Lake City, Vegas was chosen as a kind of halfway point to build a depot. The original depot was built on the ground where the Plaza sits today. The mob started to take over when casino hotels were being built on Highway 91 or The Strip as it's known today.

The Union Pacific put Vegas on the map but it was the Prohibition Era that was great for Vegas. (it didn't catch-on here lol) Then we had all the jobs for the Hoover Dam during the Depression. Then the relief and celebratory mood after World War II. Then Elvis. There were lots of reasons, not just one actually.
