Well, I think #2 is most important. you have to go to win, otherwise don't go. After that #4 backs up number two. Although I would re-word it to say that we should strive for overwhelming victory every time. Kick the living shit out of anyone we decide to fight fom day one. Anything else is half-ass.
I agree with three of course. need to know what the fuck your doing before you get in there. #5 is a good idea. No more viet Nams.
6 is logical.
The only one I'm not sure about is #1. Was Bosnia in our national interest? I can't really see how.
Would Rwanda have been in our national interest? No, but it would have been the morally right thing to do.
Somalia wasn't in our national intereset, but again, it was the morally right thing to do, but it wasn't supposed to be a war.
When the lines between peacekeeping and warfighting get muddied, then I get nervous.
