Funny you should mention Cherry Poptart because one of my fleeting ideas for Lit was a fanfic where she is resurrected to save the world from sexual repression (her last issue was published in 2000.)
Yes, it's been a while. I think Cherry was one of the last survivors of the fading golden age of underground comix.

Fanfic, however, is another place I don't feel comfortable taking my writing simply because it feels weird and out of my place to use other people's characters.
Any fanfic I'd do would be total over-the-top satire. Take other people's characters and viciously twist them, like old MAD satires. Fanfic, celeb-fic, etc -- very easy because characters and universe are already in readers' minds. Authors can skip world-building and go straight to pervy action.

Real-world characters can be added for fun effects. Throw Rick Santorum in with a hive of gay vampires, or The Trump into a Lucha Libre setting. Send young Hillary Clinton and Ann Coulter together to Middle Earth or Kong Island. (Political figures have always been open targets for satire.)

But none of that stuff is on my platter at the moment. I've enough of my own world-building to occupy me.
 
Mea culpa: I have zero direct experience with Perry Hotter et al. But I find this intriguing:

Just stay clear of Hermoine. Might I suggest Malfoy's mom? How about Tonks before she dies? Or maybe it's Lestrange that gets caught and the "good" guys do a number on her. Take the characters that are not as well known (and older), build a new subplot around them and develop the characters more. It might annoy some fans and go over the heads of non-fans, but it's worth a shot. But Hermoine is sacred. I wouldn't go there.
Yes, base the fucking fanfic around LIT-legal characters. Reduce the leads (like Hermione) to non-sexual roles, even cameos. As a non-fan I would hardly knlow the difference; fans might enjoy the changed perspectives.

When an OP's story idea breaks the rules it's a rare opportunity for everyone on the board to have a correct and accepted opinion, and it feels so good to be right.
 
The non lead characters aren't known enough and thus won't draw readers. At that point you may as well make your own original story.
