Why not
You can go topless in NYC so it's really NOT that big of a deal. It's only a big deal if someone makes it out to be one. I've found that in my travels through Europe, that they are far more accepting of topless women than just about anywhere else. A lot of countries even have porn on broadcast TV after hours.
In addition, there are a lot of topless and nude beaches throughout Europe already.
NYC passed a new law a few years ago that made it legal for women to go topless.

But surprisingly how few ladies go topless. We used to go to Berlin lakes, maybe see a couple of ladies topless but the vast majority would wear tops.

Used to hit the schwimmbad’s in Germany. Plenty of topless women but they were usually on the older side

I thought they already did this. Europeans are not as hung up on sex and nudity as Americans are. I worked in the Hebrew Himalayas (Catskills) one summer. A French lady went topless at the pool. She had nice tits. The Brooklyn Jews lost their minds. The manager had to go out there and politely ask het to put her top back on.

In Israel it's illegal to go nude or topless on the beaches here. I remember once sitting on the beach and a lady was sitting there topless, and all the stupid kids came and stood in front of her giggling!!
It may get worse here as well with these new reforms that the powers that be at the moment hypocritically wish to drown the public with!!!
