Thats just hotel policy...the law allows women to go topless, or some wouldn't be changing policy to allow it..That law got fixed better than 20 years ago

For those that do read, clearly, women are not allowed to be topless in public in Ontario, despite the Courts having ruled decades ago that it is okay.
