Setup: a guy ferry select people (students from an university campus, perhaps, other interpretations possible) to and from a "secret" nude beach. May or not break or assist breaking all sorts of rules by doing so. Don't normally openly join them out there himself, but may indulge in peeping at. Gets infatuated by one or more of them.

Dynamic: slow, long winded "prohibited" romance with lots of marginally consent breaking peeping, exhibitionist/voyeur with self-invented complications, but little to no "real" and direct sex, at least as far the principal character(s) are considered for most of the length of it.

Character: the principal character is likely male, or predominantly male in thought patterns, presentation and social perception of him. Could be anywhere between virgin pervert to retired predator, but he definitely isn't naive and indulge his weaknesses on own terms, or very much try to, while attempting to maintain relatively strict moral code that however could be, even likely is, individually unique. Alternative viewpoints, however, are possible and possibly welcome.

Terrain: the secluded, unofficial beach is out there (reachable with means of transportation in MC possession in reasonable time, say, under half an hour) but guarded by remoteness (say, hard full day hike on foot one way, or it can even be an island), difficult terrain and/or human invented (but loosely enforced) barriers, but perhaps mostly by obscurity (as in "most people" do not "know" it exists at all or if do, at least don't consider visiting themselves). Our guy possess somewhat quasi-exclusive knowledge and means and/or rights to access the place; he is in position to extend those (relatively) unaccountably, but may not have full control, as in, he unlikely owns the place itself.

Complications: at least a soft cultural barrier exists between the man and his "clients", rendering him an illegal poacher regarding them. Maybe he's significantly older. Maybe it's a posh school and he's a local bushman. Maybe he's the park ranger. Maybe he's working at the campus (I imagine, not likely in a position with immediate contact/control over the students, but still rendering them off-limits). Maybe he's married/in a relationship. Maybe it's his wife/gf that's faculty. Maybe the reasons are fully invented by himself. Maybe he's not even human.

There's fragile pretense held by most (but not necessarily all) of his clientele as if the guy ferrying them be unaware they indulge in full nudity outdoors at the destination. All while there's frankly, hardly a valid alternative reason to choose that exact place to visit and deal with the difficulties it entails. It is understood as fiction by most (but not necessarily all) of his clientele, and may or not be important fig leaf for possible placating and/or gaslighting of suspicious third parties.

Of course, I imagine the clients in question to be predominantly, but not necessarily exclusively female. Or driver may even want and attempt to yield his own soft power to keep that place as exclusively all-female as possible, but may not be in, above all in moral, but probably even not in hard power position to strongly insist on that. Alternative means of visiting, and/or independent and unrelated visitors fully out his control may exist or be at least a possibility regardless.

The conflict: among others, the wants to maintain the labile balance long term for sustainable, likely but little and low intensity indulgences against wants to shift, break and likely destroy it for improbable, immediate and intense gratification that may remain as one-off should likely be prominent. While that's seemingly mostly MC's own internal struggle, as a theme it may not be limited by that, all the way to fending off third party, or perceived third party, invasions.

Witer's problem: while it's relatively easy to depict the fragile balance of the situation as existing and even to an extent self-sustaining in eventual (relative) perpetuity, and it may, or not be at all critical for the development and thus it not necessarily need to be explored, it is not immediately obvious how the situation was established. The limited improbability element of it is dear to me; the extraordinary nature of the situation should rather be highlighted not downplayed, yet the original situation should ideally had come into existence as organic accident of little deliberateness and conscious investment.
