So, has Mexico started paying for the wall yet?

Trump was supposed to go to San Diego to look at the prototypes, but he hasn't gone yet. They can't move forward until he chooses one, but none of the prototypes was transparent enough to make him happy. The companies had already determined their design before he started talking about transparent panels and putting up solar panels. Since he just put a tariff on solar panels, I imagine that either they won't be used or the cost is going to go way, way up.
