It was always my impression that voting was open to the public. But somebody who actually knows what they're talking about should be along soon to give us the definitive answer.

Thanks for your kind words; but I'm already not-writing first drafts of two novels. Not-writing a contest entry would be too much procrastination and avoidance even for me.

It's a mathmatical deal. Give yourself 20 votes, half are four's, half are fives. That would give you a score of 4.5. Now add one point (a one-bomb) and divide 91 by 21.
Then add 5 points and divide 95 by 21.
