If we had intelligence in government, and people that spoke up and did the right thing and not cowtail to the system (aka sending 900 IRS tax refund checks to one address) but hey, I’m sure its flipping hard to put a counter in a software application that says if there are over 100 refund checks going to one address that there might be a problem.
