Though it does make me curious...In Michigan, some dude down in LANSING sets the budget for MY county road crew's snow removal expenses. And every year, they go over budget and deeper into debt (a pretty massive debt, in fact), because we just get too much snow to adhere to the state budgetary limitations. If they were to simply stop removing snow when the money ran out, we would shut down. Businesses would close, people would freeze to death and go hungry, it would be a disaster.
So I can't help but wonder what budgetary limitations are on the Army Corps. of Engineers right now. Why does a prepared and fully-operable agency devoted to the cleanup and prevention of major weather disasters in one area suffer chronic underfunding while unprepared and insufficient ones down south get a blank check from congress?
