When it's not going to freeze as I wash it, once a week. In the winter? Kind of a crap shoot, it gets dirty again quickly and it's cold AF.

I can truthfully say I don't think I have (I am still haunted about finding a baggie holding some dollar bills and change in the fold of a seat on our church bus when I was a kid. I kept it without telling anyone. Still feel guilty about that)
