Speaking economically, you are in a situation where they are demanding something that you aren't supplying, so they leave. Don't worry about what you are doing wrong, worry about what you are doing right and build on that. Make youself the best person you can be, let your strongest qualities shine forth! You might have built up some internal self-confidence, but unless you show it to others, it will not mean much as far as attractions go.
Speaking as a fellow 21 yr old college student, I'd say working out is one of the best things you can do. This is the time in your life when your mody is willing to change and adapt, and anything you do now will show for years to come. Not only do you look better but you will feel better too.
If you already do that, then focus on taking up a public hobby. Go hang out at a pool hall or bowling alley, just have fun and meet new people casually. One of my fav things to do is on the first day of a new class I'll go sit by the most attractive girl I can find. Then you gradually talk and find out about her and if you are lucky you can get a study date and take things from there.
