It's true, I can actually vouch for it, spent a lot of time in that area and have plenty of friends of all nationalities there. It's unspoken in public, but common for younger guys to 'practice on eachother' in one country at least and it's not considered to be bad, just never, ever talked about. You've already got a variety of answers to your question. Here's my take [which will agree with some and supplement others]

a) Yes, anal can be an act of dominance because it usually requires some training to learn to accept things into your body that way. It can definitely be submissive, an act of surrender.
b) Yes, it is also sorta taboo, though that's a little relative to what someone considers taboo. Sex is usually done in private so who cares about those antiquated sodomy laws?
