Florida special districts come in many shapes and forms. Board members of most community development districts are indeed elected by their residents, but other types are appointed by county boards of supervisors or city councils, and others (ex. South Florida Water Management District) are appointed by the governor.

Reedy Creek falls in the latter category and is very unique. Unlike other special districts, nearly all the property is owned by a single corporation - Disney. It only has around 50 residents, all of whom are handpicked Disney employees who provide the votes needed on issues such as approval of bonds for park improvements.

Governance and public accountability of the soon to be renamed Central Florida Tourism Oversight District will become more like other special districts as well as theme parks that compete with Disney. In addition to no longer hand picking their own oversight board members, the California-based company will no longer be exempt from seeking approvals for environmental impact, drainage and other regulations from local authorities as other property developers must do. Nor will they be able to build nuclear power plants and airports or seize property through eminent domain. The sun is rising in this 39 square mile enclave in Sunshine State. ☀️😀☀️

From everything that has been released, the issue of the bond debt is not resolved, and a deal must be cut between the four parties involved, which is why the deadline is now June 2023. There is no guarantee Disney will pay. They can simply close up shop and leave. ( note Disney HAS announced 7000 in job cuts, but not where) So nothing has really changed in the situation, from the article of last April.

Your position is at odds with reality. DeSantis' punitive measure does NOT "align it governance structure yadda yadda" because in virtually EVERY OTHER DISTRICT the control is LOCAL and elected/appointed at the LOCAL level.

DeSantis' punitive measure, as you point out, is now controlled by the highly partisan governor and the highly partisan state legislature, effectively "taxation without representation"....those that live/work for Disney are specifically EXCLUDED from participation in this local government.

This is un-American.

Seriously doubt they would want to build one today, even though having their own carbon-free power generation utility *might* have some advantages. But in the 1960s, nuclear power was more widely accepted as a clean, efficient form of energy. According to a Bloomberg article from few years ago, when Reedy was being set up Walt Disney wanted to keep his options open.

I still take issue with statewide control of a special taxation district. You did find a unicorn in the Southern Florida Water district, I'd point out that that is more of a "regional" (as opposed to "local") district and as such I think it's proper to appoint board members from a state perspective.

I obviously don't feel the same way about small 39 mile tracts of local land....and specifically preventing inhabitants from having any say in the matter is quintessential "taxation without representation" in my estimation, and anathematic to American self-government.

There are only a couple dozen inhabitants of the Reddy Creek district and they are all Disney employees and family members. I found other special districts for things like water, hospitals, and libraries that have board members appointed by the governor. Many others are appointed by county and city elected officials. Board members on most if not all independent community districts are elected by residents. As far as I can tell, Disney is the only theme park operator with its own special district and Walt probably greased lots of politicians palms to get it.

Read the bill. Disney’s special tax breaks and impact fee waivers remain intact. You don’t have to take my word for it. A company spokesperson is quoted in the WSJ and other news outlets today saying they’ll work within the new framework. Dizzy will be fine. 👍

I had relatives in Orlando in the mid-60s and it was a sleepy little town. Disney avoided being hamstrung by bureaucratic red tape regarding zoning by being its own zoning authority,

It was 100% punitive. They spoke out against his "don't say gay" legislation and he took revenge. This was never on his radar prior to it. The sad part is that there is actually a need to pull Disney into line but the Florida republicans wrote the legislation with vengeance in mind instead of good governance. There are a ton of financial issues which they have just glossed over because they haven't taken the time to understand them. This is going to be a mess.

Exactly,and the mess ( burden of the debenture) will fall on the taxpayers of Florida now,instead of just on the district (Disney) .But boomer and crew only care about the "owning", and I should point out,are also not residents of Florida...
