What's a 'cis'?

If only there was some way of accessing nearly all the information in the world using some sort of tool or device ... like a network of knowledge that spread through the atmosphere, or a web linking all the tools/devices together somehow, or something like that .... but nah, that'll never happen. Only in sci fi.

I've seen people insert URLs that they've obviously changed so that they are something like really snappy title instead of a boring URL thing, but I can't seem to work out how to do it. Are you able to provide some instruction? (For doing this, I mean, not just instruction in general.)
