How a secondary city in a developing country become one of international standards

Well, the question is actually related to the development of Nanning, my home town, a city located in South China's Guangxi Zhuang Autonomous Region.

Since 2004 when the China-ASEAN Expo was held there (ASEAN is the EU-like organization of Southeast Asian countries), Nanning has been trying to become an internationalized city in that region, which will exert bigger influence on the neighboring countries.

But Nanning is not a megacity like Shanghai or Guangzhou, it is merely second-tier city, with low standard of a lot of things and far from an international city.

So what is your opinion of such a city becoming an internationalized city? Are there any norms or standards that it must meet to be qualified? Like the majority of its residents is able to use English for communication or there must be subway or other convenient services available?

Because there are many good examples of international city set, like New York, London, Paris, which are good for developing local economy and achieving best GDP.

I am merely a citizen, but I think to make his home town a good place is the duty of every citizen. What do you say to that?

If I do not make it known to the rest of the world, i.e., to make it an international city, I do not know how many people from the world will give their attention to it. I know I am naive, but there is nothing wrong in thinking so.

A city MUST have delivery by drone. Also, any respectable city has complete street coverage by CCTV, preferably running a good AI face recognition program.
