There are good cops and bad cops.

Bad cops erode the benefit of the doubt that good cops deserve.

It's important to know what actually happened; all this distortion makes it virtually impossible; much of the blame for that distortion can be placed at the Department's feet.

I'm guessing the Mayor of Baltimore begs CVS and others, to reopen their stores. My guess is large tax incentives to do so, so it will cost the city even more. It would serve them right if CVS chose NOT to open.
