I think Putin saw an opportunity he could exploit and began making plans. The only gamble was Western reaction. As long as there was no armed resistance from the Ukrainian military there was little chance of western intervention.

The issue was decided once the Ukrainians surrendered their weapons. The Crimea will goes to the soviets.
