It's by Hugh Howey, who wrote an sf story called "Wool" that has done well for him on Amazon. I thought it was just an interesting take on fan fiction, and interesting to hear from an author about it.
In the article, Howey says that he not only gave approval to people who asked about writing fan fiction for his story, but encouraged them to put it up for sale. And he talks about writing some fan fic of his own.
