Correct. You DO NOT attack civilians. HOWEVER, you are perfectly entitled by the laws of war to target military. If the military hides amngst civilians, they are valid targets and the civuilians are just collateral damage. No war crime has been committed.

The war criminals are those who hide amongst civilians. Civilians are irrelevant. You may choose whether or not to hit the military targets hiding behind human shields, but it's NOT a war crime on the attackers part. And survivors however may be charged as war criminals.
