Trump administration is taking $200 million from other parts of the Department of Homeland Security instead of staying within its budget on immigrant detention.

ICE outspends its budget to keep tens of thousands of immigrants in detention, then asks Congress, or other agencies to make up for it


One of the things funded by FEMA “operations and support” is the agency’s Office of Response and Recovery, which organizes the agency’s emergency operations and rebuilding efforts. About $2.5 million of the transferred funds came out of the response and recovery budgets.


The real story in the documents released by Merkley isn’t where the money is coming from, it’s where it’s going to.

Almost all the funds were transferred to ICE. Over half went to “transportation and removal” — the flights that physically deport migrants from the US. The remainder went to funding immigration detention.

DHS needed the extra $200 million to maintain its deportation pace, and to keep holding over 40,000 immigrants a night in detention facilities.


Congress funded ICE to detain about 38,000 immigrants at any given time — and they’ve been detaining more than 40,000, thus burning through their money faster than budgeted.

Trump administration diverted nearly $10 million from FEMA to ICE detention program, according to DHS document

The reallocation of public money is documented in a “Transfer and Reprogramming” notification prepared this fiscal year by the Department of Homeland Security, the parent department of ICE, as the agency is known.


It was made public- by Democratic Sen. Jeff Merkley of Oregon in an appearance Tuesday on “The Rachel Maddow Show,” as Hurricane Florence barreled toward the Carolinas.


(Merkley’s office provided the 39-page budget document independently to The Washington Post.)


It shows that DHS requested that about $9.8 million going toward FEMA efforts such as “Preparedness and Protection” and “Response and Recovery” be funneled instead into ICE coffers, specifically underwriting “Detention Beds” and the agency’s “Transportation and Removal Program.” The U.S. Secret Service was also a beneficiary of the reallocation.

The document’s file information indicates that it was created in late June, the first month of the Atlantic hurricane season.

FEMA is overextended, overworked, and inadequately staffed, and the staff does not have adequate or appropriate training.

The report also said that FEMA lacked enough Spanish-speaking employees, and that some staffers were not physically fit enough to handle the “extreme or austere” environment.

Currie (Christopher Currie, the GAO's director of emergency management issues) added that FEMA was already 30 percent understaffed after Hurricane Harvey, and that some personnel were already drained by the storms and fires that hit prior to Maria.

Trump said 6 people died in Puerto Rico because of Hurricaine Maria. 60 deaths were acknowledged, in the beginning. Over 3,000 is the current count of people that died because of the lack of assistance and resources.


A FEMA letter to Sen. Elizabeth Warren (D-MA) that was made public on Tuesday revealed that the agency approved just 75 of nearly 2,500 requests for funeral assistance made by Puerto Ricans.

A federal judge in Massachusetts on August 30 allowed the Federal Emergency Management Agency (FEMA) to stop funding its Transitional Shelter Assistance (TSA) program, which allows hurricane-displaced people to live in hotels or motels throughout Puerto Rico and the U.S. mainland


FEMA told ThinkProgress 1,002 (Puerto Rico)households are currently checked into hotels through the program, and they will be losing their federal support at check-out on Friday

The federal judge who authorized FEMA to end the program, urged the agency to work with the people enrolled in the program to find alternative housing so they are not left homeless. However, according to the civil rights advocacy group LatinoJustice PRLDEF, which represents the hurricane survivors enrolled in the program in court, the federal agency has not done that.


Bannan said despite the court order, FEMA has not been informing survivors enrolled in the TSA program about their options and the available programs.

“The burden has been on the people who have been traumatized or re-traumatized a week before the anniversary” of Hurricane Maria,” Bannan said. “There has been no proactive stance by FEMA to make sure people are not left homeless.”

The deaths were not documented ?

Same problem with Trump's immigration prisons for children and babies. Trump did not hire people to coordinate documentation of the location of each person they grabbed. No paper trail. Though, the child wranglers were free to re-locate the children 1,000 miles away, and move the siblings 1,000 miles away from the original arrest location.

They are grabbed in Arizona. The mother is sent to Seattle. The father is moved to Texas. The child is moved as far away as New York, The teen son is sent to a privately owned prison for teens in the South. Airlines were exposed as complicit in flying the children

American Airlines said it has “no knowledge that the federal government has used American to transport children who have been separated from their parents due to the recent immigration policy, but we would be extremely disappointed to learn that is the case.”

American said it has asked the federal government “to immediately refrain” from using American for such flights.

Arizona to Florida

One airline official told CNN that they have limited insight on the exact circumstances of the people for whom the government buys tickets. The airlines don't know whether the individual is being deported, is a child separated from its family and headed to a detention center, or if it's an unaccompanied minor being reunited with family.

Tonight's Rachel Maddow show (Wednesday, 12 September) supplements this report on FEMA with another report that $27 million from the Coast Guard (also a hurricane responder) budget was transferred to ICE at the beginning of hurricane season as well--to help with the Trump regime's kidnap program.
 
You may have heard that they shifted $10 million from FEMA to ICE, but that’s only the tip of the iceberg, according to CNN. Tal Kopan reported that “the Trump administration this summer quietly redirected $200 million from all over the Department of Homeland Security to Immigrations and Customs Enforcement, despite repeated congressional warnings of ICE’s ‘lack of fiscal discipline’ and ‘unsustainable’ spending.”

Of the $200 million, the document says $93 million will go to immigrant detention, a 3% budget increase that will fund capacity for an additional 2,300 detainees; and $107 million for "transportation and removal," or deportations, a 29% budget increase.


On Tuesday, the administration announced it would tripling the size of an emergency temporary tent facility to house more immigrant children.


The additional $200 million would put ICE's budget for detention and transportation at more than $3.6 billion.


The money came from different parts of DHS, including FEMA, the Countering Weapons of Mass Destruction Office, Federal Law Enforcement Training Centers, Coast Guard, Transportation Security Administration, cybersecurity office and Customs and Border Protection.


Congressional records indicate that ICE reprogrammed $83 million combined in fiscal years 2014 and 2015, and another $127 million in fiscal year 2016. Those requests are not generally not made public.

Earlier this week, President Donald Trump made the controversial decision to declassify text messages and documents related to the Russia investigation — a move that some experts worry could jeopardize sources and reveal secret methods used by the intelligence community.

"This is a line that Trump crossed," homeland security expert Juliette Kayyem told Boston Public Radio Wednesday.


Basically the subject of the investigation is demanding that the evidence, potentially against him, be declassified," Kayyem continued. "That's not acceptable from the Department of Justice's viewpoint."


The declassified materials include portions of a Foreign Intelligence Surveillance Act (FISA) warrant for former Trump aide Carter Page, as well as other documents that are part of the ongoing investigation into connections between the president's 2016 election campaign and the Russian government.

The new Cadillac limo, built by General Motors, marks the first upgrade to the presidential state car since 2009. General Motors won a contract of $15.8 million in 2014 to build the limos. Fox News reports two limos were spotted on Sunday and that they are the first of a dozen vehicles expected to be built by General Motors.
