I love that show.

Everybody was a baby once, Arthur. Oh, sure, maybe not today, or even yesterday. But once. Babies, chum: tiny, dimpled, fleshy mirrors of our us-ness, that we parents hurl into the future, like leathery footballs of hope. And you've got to get a good spiral on that baby, or evil will make an interception.
 
These are all good choices. I would nominate MR .ED but it's more of a ditty than a song.

I always thought there was a lineage to the Barney Miller theme. The bass, and Ney Yourk studio funk vibe. I think the melody is soprano sax, not clarinet. .
You are most likely right about the soprano sax. I always forget about that one.
