The most libertarian society imaginable will collectively police its people's words and therefore thoughts to some extent. Some things always will be unacceptable by unchallengeable consensus. That can't be changed. What matters is the content, the definition of the unacceptable. And current PCness has a better moral position on that point than previously existed in our society.

Only in totalitarian regimes are those concerns of importance. It is not permissible under our Constitution for the government to "police" free speech or thoughts. Our laws decide what is legal and what is illegal. Not the whims of government employees. With you it's always the same, "let's find and justify a place for tyrannical controls in our lives."
PCness has nothing to do with government, it is a new set of social norms.

But government reflects whatever is currently PC
which as a reminder, means POLITICALLY correct.
If it was a standard that reflected Societally Correct,
then it would be referred to as SC instead of being
defined in terms such as mores, customs and culture.
In conclusion. PC has everything to do with government
and how groups try to use government to censor that
speech and thought that they simply do not approve of.
We have, indeed, evolved into a nation/society/culture
of self appointed and voting thought police more
concerned about what others may do than that
