The structure was built mainly to protect the Chinese Empire from the Mongolians and other invaders.
 
4. It's in China, at least the modern wall is. the Qin and Han dynasty walls were build further north than the wall today ... the Han dynasty wall actually extended slightly into what today would be Mongolia.

I'm going to take a guess that you are looking for the percentage of the population used to build the wall under the Qin dynasty, which was ~70% of the population. However, the wall as it is known today (and in your picture) is actually south of the Qin wall, was enhanced and strengthened by the Ming dynasty over a thousand years later, and I can't find any labor estimates on its construction.

The wall is really a collection of walls built over 2 millenia and 20 dynasties, but what we in the west think of as the wall is largely done under the Ming dynasty.

about $360 billion dollars
