The UN Charter directs its members to refrain from the use of force against the "territorial integrity or political independence" of other nations. Under Article 25 they agree to "accept and carry out" the decisions of the Security Council.
According to this journalist, legal scholars believe UK soldiers who participate in an attack against Iraq without authorization from the Security Council could subject themselves to prosecution at the new International Criminal Court in Brussels.
The Nuremburg War Crimes Tribunal established "Crimes Against Peace" as "planning, preparation, initiation or waging of a war of aggression, or a war in violation of international treaties, agreements or assurances..."
