Why are there two 11s?

In this sun clock in Bushey there are two arcs of hour stones arranged around the plinth. The outer arc measures the shadow in Greenwich Mean Time (GMT) hours, and the inner arc measures summer time (BST). Because people use gardens mostly on summer sunny days, this inner arc is used more than the outer arc.
 
Then why not two 12s, and where is the 8?
My theory:
It is an interactive sundial. You stand on the month, noting the present time, you can take the corresponding stone and put it where you shadow is. There would be multiple stones for more people to participate. And different heights of people would explain the misaligned stones.
This guess would also explain why the stones don’t appear to be cemented down.

Still got my original 1980 7" of 11 O'Clock Tick Tock b/w Touch. Apparently, the lads had huge problems keeping time during the recording. But the song was amazing live and had Bono climbing the speaker stacks and scaffolding if he could. They were brilliant back then. If only I could go back in time.

They certainly were. I was lucky enough to acquire a bootleg when they played at The Ritz in NYC the first summer they came to America. My favorite “album” to this day.

They lost their divinity to me once they wandered into pop music.

Back in 1980, I was an adolescent and U2 sang about that age between boyhood and manhood. Perfect timing for me.

I liked them after October but they lost their divinity about the time I lost my virginity. 😉

Still listen to Boy and October. I stopped listening obsessively after seeing them headlining for the first time in a stadium. It wasn't the same as the clubs and uni halls. That would be 1985. REM, Ramones, Spear of Destiny were on the same bill. Billy Bragg too but I was tripping elsewhere when he was playing. Fun times.
