I've got an idea, how about you just look at a progressive platform proposed by any number of liberal democrats.
You may have noticed that many of their programs are aimed at helping the working poor, and the indigent.
Seeing as how black people on average have one tenth the wealth of white people in America, progressive agendas would automatically be weighted to help black people more than white people. Those programs would also help the white working poor and the indigent as well. Some other minority groups of working poor and indigent people would also get a bigger assist than white people, but the benefits for undocumented or Visa violators would be limited.
If immigration legislation was passed, the naturalization process fro dreamers would be a way to fold them into society while setting a cut-off for illegal immigration once and for all. Trump had a chance to do that already but caved to the far right. Laws that prosecute the business owners who hire illegal immigrants after the immigration legislation is law, would help deter future illegal immigration by reducing opportunities for illegal immigrants.
Basic universal health care for all citizens, including dreamers would also be automatically weighted to help more black and brown people, on average, than white people, but again, it would also help the white working poor and the indigent.
Free trade schools and apprenticeship programs would be an avenue for upward mobility fro many people of all races, and could be incorporated into existing public schools. Of course free college for those who show an aptitude for math, science, and the healing arts would also be a part of the plan.
Tax laws would need to be changed, but you did ask what laws should be changed so...........
The truly sad thing is, if progressive tax laws and programs had been in place for the last 50 years, many of the social inequities fueling the anger that the George Floyd murder sparked would have already been addressed and maybe the riots and looting might never have happened. Even George Floyds murder might never have happened.

Here are some suggestions to help keep cops from killing people, if that’s what you want to discuss.
- Ban chokeholds.
- Require de-escalation.
- Require warning before shooting.
- Exhaust all other means before shooting.
- Require intervention when excessive force is seen.
- Ban shooting at moving vehicles.
- Set rules for response to resistance.
- Require reports for every use of force or threat of force.
