3) I would say 1-3% are involved some how, whether it was financially or activley.

So...is monitoring all Muslims in the hopes of revealing that 1-3% the most fair, reasonable, or viable option available? It's like swatting flies with a sledgehammer, you know? We know that a high percentage of frat boys smoke pot, but we don't profile frat boys. We know a good percentage of people leaving a bar are going to drive drunk, but we don't arrest all of them, either.
