Illegals tend to settle in areas where there are already people of the same ethnicity and/or language group. That means cities. When they do, they are counted in the Census as part of that city and apportionment of congressional seats is made based on that population. Increase the population - legal or illegal - of the area, get more congressional seats in that area. It allows the Democrats to get more majority-Dem seats without having more Dem voters.
