The fuck he didn't. His administration was selling arms to the Iranians to fund the contra rebels. They systematically lied to the American people and congress. Those that were convicted were pardoned by Bush I after he took office or had their conviction overturned on a technicality in the case of Oliver North.

What has been found so far are things that were requested by a FOIA lawsuit. If I had to hazzard county a guess they probably had an inside tip that these documents existed so that they would know to request it at all.

This most transparent ever Administration has been caught repeatedly illegally using personal email accounts to discuss sensitive and illegal activity. Statutes require that all communications regarding government business be through official channels and that the records be retained for a reason.
