Here is the logic or NON-LOGIC of what you are asking. You want to hire, basically for nothing an author to write a story using your ideas and characters. You have not given any real idea other than than.
What I'd suggest is you contact directly an author whose stories you like. In the genre you are thinking about. Talk to him/her about stories in general and his in particular and see if he is willing to do a collaboration.

To attempt to answer your question and also explain some of the reaction…
You have misread the room to a degree that makes me almost think it’s intentional trolling. But I will give you the benefit of the doubt.
I’ve been writing a few years and I think you are misunderstanding a few things. First about writers:
Why would anyone drop all that and jump on your suggestion? Which gets me to the second set of misconceptions, which are about your ideas. I’ll be blunt:
- Most writers have a work in progress folder full of things they want the time to finish
- They probably have a list of ideas jotted down somewhere too
- They are probably in the middle of writing one or more stories which they find compelling and can’t devote enough time to
- Many of us are also helping other writers by beta reading or editing or proof reading their stuff
- We are busy
- It’s highly doubtful that your plot ideas and characters are very good - it takes lots of experience to come up with good plots and convincing characters
- But maybe I’m wrong and you have a one in a million idea, but it’s just an idea
- Turning your ideas into even a short story takes time and effort, why would anyone do that?
- If your ideas aren’t compelling enough to you for you to put in the time to write them, why would anyone else?
Well if someone actually wanted to write their own, there'd be a stack of suggestions, such as find a story you like and use that as the basis for your own. Or go take creative writing classes. I think the disconnect with these kinds of things is that non-writers think that the idea is the hard part.
Ideas are easy, turning them into a good story is hard.

This is really, really beautiful. I've had similar thoughts before reading your post and this letter, and that's more or less the reason I can't envision myself writing commission stuff like this. Because it seems to me the kind of person that's willing to commission something is very likely to be the kind of person that's got this extremely narrow view of sex. I admire your ambitions in that direction.
I have a half-cocked pet theory about sexuality and aging. There's roughly two paths a person can take. If you're secretive and repressed, the older you get, the more deeply ingrained your hyper-specific sexual preferences become. Weather it's because you never truly experience those fantasies, or because the few times you do are the only times you feel deep sexual satisfaction, they just get deeper and more focused. And your sexuality narrows to the point that it ends up excluding your own ability to enjoy sex most of the time, unless you are very rich or privileged in some other way.
On the other hand, if you open and brave, you will find that the range of sexuality you have the capacity to authentically enjoy broadens as well. You will surprise yourself with new things that were never arousing before. You will find yourself attracted to people that your younger self would have written off.
Obviously that's not scientific or anything. But it's been true for me over the course of my life, and I've seen many things that lead me to believe it is true for other people as well. But the distinction between the two is at a very high level. Are you willing to be open with others about your sexuality, even when they might not get it? Or are you going to close it down tight and only ever share it with someone you are all but certain will definitely accept it? And are you willing to make life decisions based on how people react to your authentic self? Or do you want the comfort of a life where you don't really ever have to show your authentic self?
Excellent theory, and backed up by more research than you might think. That lack of healthy access to our personal sexual curiosities has definitely been tied to unhealthy fixations on them. And when shame has been attached to anything we find sexually alluring, it can be really hard to break out of that fixation/shame cycle.This is really, really beautiful. Either way, I'll never again take a gig just writing for a normal punter who wants custom jerk-off materials. I'd set my sights a bit higher - like writing for professional producers and directors, or possibly finishing the feature-length crossover script that's been rattling around my head for a very long time. Impoverished as my situation has left me, I'd need a lot more motivation than a paycheck now.
