It's fairly straight forward. Turkey wants other countries to come in and safeguard their border, but also wants those countries to pay Turkey for the honor of defending Turkey. Once a price is agreed on how much other nations have to give Turkey then they'll be allowed in to do all the work and the Turkish army will move when the fighting is over and seize northern Iraq for "humanitarian purposes"
