Israeli use of 'human shields' sparks debate

Israeli troops were today accused of using civilians as human shields after a 19-year-old Palestinian was shot dead while being used to flush out a wanted Hamas leader.
Nidal Abu M’khisan was killed after soldiers forced him to knock on the door of Nasr Jarrar, a wheelchair-bound Hamas commander sheltering in the village of Tubas in the West Bank.
Israeli military sources denied Nidal was used as a human shield, but confirmed he was given a flak jacket and sent into buildings near his house in what has become known as the "neighbour procedure".....
But Israeli human rights groups claimed that the practice was a clear violation of the Geneva Convention forbidding the use of civilians as combatants. They also accused the army of breaching a promise in May not to use Palestinians as human shields after eight human rights organisations petitioned Israel’s Supreme Court to have the practice declared illegal.
