Of course there is. How much risk are you willing to take? 5%, 10%, 20%? Dead is still dead or herpes is still herpes, etc. I'm not against "fooling around" but, seriously, there is a huge risk with strangers and risks involved with persons you know as well. There are many ways to minimize the risk but there will always be risk no matter what you do. If you have to ask how to minimize the risk I really don't think playing around is the thing for you.

It is possible to have additional lovers and be safer about it than just picking up random dude Y or lady X off the street.
The problem is that the effort to find additional lovers, to screen them and make sure everyone (no really, EVERYONE) involved has current STD reports and you can trust them, can bring up new emotional ties. Some couples don't deal well with this, others do fine. But that's a whole different thread.
Other ways to be safer are to establish very clear, always followed rules.
1. During actual intercourse, everyone uses condoms and dental dams for any kind of mucosal contact. Apparently, dental dams even come in various flavors just like condoms. Learn something new every day.
2. All new lovers must have recent STD-free health documents from a licensed medical provider that within X many days/months/weeks old. All current lovers must have certifications as well within Z time frame.
In today's world, you cannot make sex with someone 100% safe if you are not virgins to start with and remain monogamous throughout. Even that may not be enough (toilet seats in Thailand are quite nasty).

Honestly, I wouldn't bother with dental dams. You can just cut off both ends of a condom and split it down the side. Of course, the sad part about flavored condoms is that they only come in normal size. I've enountered a couple cocks that were too big for one.
