What you are asking for is a fairly large undertaking. I suggest you search through the Volunteer Editors first. If that doesn't work, I think you need to develop a relationship with someone whose writing you enjoy.

When you can offer some service to trade, you will be halfway there. Editing can be time consuming, and many time thankless.
