Under, I have had too many cats that thought the TP roll needed to be unrolled. If it is over, they unroll it in a pile in a hurry, if it is under, they give up spinning it around and around and the mess is easier to clean up, not to mention, a good chance there is a lot left in the roll that can still be used.
