My girlfriend used to like being fingered, and was how we started our sexual relationship. Now though, it seems that she doesn't want that, but instead wants us to sort of simulate sex, but without taking our clothes off (we havn't got to the sex bit yet.) Well you could always do a little give and take. If she likes doing the "simulated sex" do that for her, then when it's over, see if she would be interested in pleasing you. Oral sex from her or mutual masturbation would solve things quick.
