I don't believe that there has ever been a time when the electoral college has not voted for the candidate who won the election. They can, but it hasn't happened to the best of my knowledge. Therefore, they are reflecting the "voice and will" of the people.

In Oz, the federated States in the Commonwealth Parliament have a Lower House elected on a "one vote one value" basis in electorates across the country.
Each State has a different number of Lower House seats. The Party or grouping controlling 50% + 1 seats forms the government, and a Party may form a minority government by making an agreement with Independents. These minority Party governments are more common in State than Federal governments.
In the Upper House, each State has the same number of Senators, 12, regardless of the population of that State. The Australian Capital Territory (ACT) and Northern Territory (NT) each having two Senators, are unconstitutional anomalities allowed by the High Court as a pragmatic solution to an embarrassing political problem.
Thus both Houses of Parliament are directly elected by the people.![]()
