The SEC is self funding. Each securities transaction has a commission associated with it that goes into the SEC fund program. Much like the FAA airport fee's, or the gas tax.

The issue has been that congress has 'escrowed' these funds for years and spent them in the general fund, using the SEC funding as collateral. A book keeping trick to be sure.

Neither Bush, nor anyother president, can "cut" SEC funding without congress specifically passing a new law regarding the SEC commission rates.
