Freedom of choice demands allowing consumer choice in this matter.

EDIT: But on a serious note, while I have no issue with electric vehicles at all (I actually support their use) the concerns of range and charging times are very valid. They are not popular in rural areas for a very good and valid reason, and not good for long-distance travel for the same reason.

And now, California is MANDATING that gasoline vehicles will no longer legally be sold there after a certain date. This is government overreach at it's worst! They should instead support a transition to electric vehicles through consumer incentives, tax rebates, etc. But to tell consumers what they can and cannot buy is simply not how the government is supposed to work in a free (and free market) society.

What's your issue with cold or hilly?

EVs are typically designed with the ability to keep their batteries warm, and sure it's a parasitic power draw, but the block heaters used in petrol-vehicles in cold climates do the same thing for the same reason.

As for hilly? What's the issue there? EV's have active traction control and many of them are all wheel drive. I borrowed a friend's Tesla S the other day. He lives off-grid and charges his battery from a solar power system, his shared dirt-driveway is a mile long and gets icy in winter. No problems, in fact it does much better than his BMW did. As an experiment I stopped on a gravel straightaway and floored the pedal. This car is capable of doing 0-60mph in less than 3 seconds but it did not spit gravel, not much anyway. It has the same resolution for traction control that a segway has for balance.

High output chargers are quickly getting better too. A level three charger can give you over 250 miles of driving in about twenty minutes.

A solar power system can be installed for less than $0.15 / kWh and an EV can typically get better than 3miles per kWh - so $0.05 / mile fuel cost. Compare that to a gas car getting 30 mpg at $3/gallon = $0.10/mile.

Don't be afraid of new things.

Cold batteries have a smaller capacity yet operating while cold (but still in operating range) is less wearing on their life expectancy, so other than a shorter range while cold the ready is a wash.

Even if the range is temporarily reduced to 100 miles that is still practical for the majority of daily drivers.

Consumer reports is based upon…wait for it….reports from consumers! The models and drivers who have had problems are going to be the ones filing reports - reports that are reviewed by manufacturers who use them as feedback. The automatic internal warming thing for batteries is still kind of new, as are the battery technologies being used. This is a relatively new industry and it is showing great adaptability and practicality.
 
And remember Californians, be sure to not charge your phones either. If you absolutely must, only charge to 27% of capacity.
