I have no doubt that some people use alt accounts that way, but would it really make much of a difference?
The stories I post in I/T gets hundreds of votes each. I'm way too lazy to create the number of accounts it would take to skew my rating by more than a point or two.

Come on, sweet Oggie. Everyone knows there are only three personalities on the entire site.
You have to be absolutely certain that you're splitting up your work into multiple pen names for a reason you're going to be happy with over the long haul. It is going to affect your overall readership to some degree.
Now that high numbers of followers display in the new control panel, I've been able to cross-reference my follower lists. If all my unique followers were under one pen name, I'd be in the top 50 most favorited authors, rather than having only one of the three in the low 200s.
I started my other two pen names for reasons that make sense to me, so it doesn't bother me, but it's something to consider. You're rolling multiple snowballs, and none of them are going to be as big or grow as quickly as they would if you concentrated on one.
