Can someone please explain the term 'Quasi-criminal' proceedings

as they relate to a parole hearing? (nothing personal, just a point im confussed about)
 
This is the best explanation I can find..

quasi-criminal
adj. a reference to a court's right to punish for actions or omissions as if they were criminal. The most common example is finding a parent who is delinquent in child support in contempt of court and penalizing him/her with a jail sentence. If a hearing is quasi-criminal the quasi-defendant is entitled to all due process protections afforded a criminal defendant.

My guess would be that a quasi-criminal charge would be one that is not exactly a legally defined criminal act but some offense that would have caused harm and require responsibility/liability or restitution.

That's just a bit of a guess.

I figure it's a charge of sorts that would weigh negatively against a parolee.

Just a few little tips to make your time here a bit smoother and better. Most boards have a "New Member Introduction" thread (here on the How-To it's here), so posting there will go better than than posting in random threads. Also, checking time-stamps is your friend. Bumping up a 10 year-old thread is very distracting, especially if it's just to introduce yourself.

You may also want to peruse the FAQ and the Blank Manual to get a feel for the How-To culture (and most other boards have them as well; each board has a different 'feel')

Oh, and avoid the General Board unless you have a really thick skin. They like to sacrifice n00b and dress them up in kitty skins.
