An argument can be made that the victors in WWI helped set the stage for WWII.
The humiliation of the Treaty of Versailles and the economic hardship imposed by reparations led to great suffering of the German people in the ‘20s and ‘30s.

They didn’t, and now they’re blocking Israel from doing what they were supposed to do.

The earliest I am aware of is in early Books of the Old Testament Bible.
