I am so sorry. I was wrong the formula was what they were smuggling. And it had nothing to do with heavy water. It was a device to render engines silent. Grrr.
The 39 steps is the organization that collects the information for the foreign government.

I thought The Thirty Nine Steps referred to the number of steps in the tower. The clue that led to Robert Powell hanging from the hands of Big Ben.

Or are the "39 steps" the advanced Lit' addiction programme?
