We know Durham was getting stonewalled by Wray, hence the classification power to Barr. Now comes the criminal investigation. The IG cannot talk to people outside the DOJ or those who have left the DOJ and has no prosecutorial authority to compel testimony. He does not have the investigative power, of say, a grand jury, nor can he impanel one.
